Job Description Intelligence Officer

Role Purpose

To lead the delivery of effective intelligence activity and planning, underpinning the Trading Standards needs analysis to inform strategic service delivery decisions
To support the Trading Standards Group Manager and Management Team in the development of policies and strategies to ensure resources are targeted at areas of high priority and which improve outcomes for Service users
To act as a champion for the use of intelligence to inform effective strategy development, decisions and service delivery
To be responsible for the development of effective internal and external intelligence arrangements and to implement the National Trading Standards Board Intelligence Operating Model (IOM) to support operational management of Trading Standards Services including working closely with Trading Standards officers.
To optimise the use of IT systems for efficient recording, reporting and analysis of intelligence data
To safeguard the Trading Standards department against inappropriate disclosure of data by promoting compliance with statutory and best practice controls on data handling

Role Responsibilities

1. To act as Service specialist on Intelligence; championing and promoting its use in decision making by all managers and enforcement staff as part of the Trading Standards culture. Maintain CPPD in best practice/latest developments in the intelligence field to meet the changing demands of the role
2. To develop, implement and continually improve processes and working practices to deliver prioritised, targeted, intelligence-led decision-making across all Trading Standards enforcement activities
3. To work closely with the Trading Standards Management Team to ensure they receive accurate and accessible data to support local, regional and national decision making and service delivery
4. Establish intelligence links with partner agencies including local authorities and other enforcement bodies; put in place information sharing agreements, protocols and processes for prompt and effective data sharing on a routine basis
4. Implement the requirements of the National Trading Standards Service Intelligence Operating Model (IOM) and maintain close liaison with regional and national intelligence networks to enable links to be made to regional and/or national criminal activity. Attend local, regional and national meetings as required; represent the Trading Standards department on appropriate local and regional intelligence groups
5. Develop and produce an annual strategic assessment to inform business planning and quarterly tactical assessments to feed in to progress reviews by the Trading Standards Management Team
6. Research and analyse data including its significance, reliability and validity to identify trends on a short, medium and long term basis. Produce information, statistics and intelligence packages to support decision making by Trading Standards enforcement staff in their operational work
7. Disseminate appropriate information, both internally and to local, regional and national partners in accordance with the law, classification restrictions and Council policies & procedures
8. Provide training and/or mentoring on intelligence handing and disclosure to Trading Standards staff as appropriate
9. Contribute to the maintenance of existing databases. Optimise the use of information technology; identifying barriers to efficiency and streamlining the handling of information and intelligence
10. Undertake or assist with such other duties as may be assigned from time to time, including the performance of duties outside normal working hours

Person Specification

Experience of working as an intelligence specialist within a Police, Trading Standards or other complex regulatory environment for at least 3 years
Specialist knowledge of intelligence principles and practices (good knowledge of production and sanitisation of 5x5x5s, Govt Protective Marking Scheme, National Intelligence Model, key principles of the European Convention on Human Rights; an awareness of statutory controls on Covert Human Intelligence Sources).
Working knowledge of the information available to Trading Standards Officers using statutory powers and RIPA A
Good knowledge of legislation that facilitates and/or restricts the dissemination of information by Trading Standards & partner regulatory agencies
High level of competence in the use of IT (including MS Office, Databases, Online resources)
Proven ability to conduct research using open and closed sources
Proven ability to extract, analyse & interpret complex data to produce intelligence packages in an understandable form
Well developed communication and networking skills, capable of encouraging and motivating colleagues on tasks.
Proven ability to produce clear, concise written reports, reducing mass data to an understandable form, using appropriate vocabulary for a range of target audiences.
Demonstrate an outcome-orientated approach to work; demonstrating drive and commitment to creating user-friendly, efficient ways of working with intelligence.
Proven ability to work on own initiative, prioritise own workload and meet targets/deadlines
Experience of working in an environment where personal integrity, confidentiality and data security are paramount
Willing and able to work flexibly in response to demands of the job and to travel to other work locations as/when required

Desirable Criteria

Educated to degree level or equivalent
Training, qualification and/or experience as an intelligence analyst
Experience of using Flare-APP, CAB, IDB or PNC databases
Experience of training/mentoring colleagues
